True Randomness/fairness of an RNG

When we play an RNG game, specially I talk about roulette, we are most bothered about whether we are going to get a truly unbiased results or the results could be a manipulated/tilted one in the favor of casino and against player. Many players even believe that an RNG roulette is not a true roulette and chance of manipulations are very high. Since most of the players end with losses, perceptions sound like reality and presumptions of unfairness seem to hold waters.
                  A few casinos, specially betvoyager casino claims to have two features that ensures total verifiable true randomness, namely:
Randomness control and Fairness Control. Let us analyse both parts to see how far their claims are correct and can we rely upon those claims.

Randomness Control:
                                  IT uses SHA-256 mechanism.

What is SHA-256?
The SHA (Secure Hash Algorithm) is one of a number of cryptographic hash functions. A cryptographic hash is like a signature for a text or a data file. SHA-256 algorithm generates an almost-unique, fixed size 256-bit (32-byte) hash. Hash is a one way function – it cannot be decrypted back. This makes it suitable for password validation, challenge hash authentication, anti-tamper, digital signatures.

SHA-256 is one of the successor hash functions to SHA-1, and is one of the strongest hash functions available.

A game with randomness control is conducted during a series of successive spins, and the length of a series can be determined by the player himself. The random sequence of numbers is formed before the beginning of a series. These numbers range from 0 to 36 and correspond to those numbers, on which the ball is supposed to land. The player can change the 'planned' number before each regular spin by defining so-called corrective shift.

When the game session starts, the first random sequence of numbers is created automatically. By default, this sequence consists of 10 numbers, so the length of the appropriate series of spins is equal to 10. A game with randomness control is conducted with the help of the panel that is located in the bottom part of the game window. A player can see the checksum of sequence, computed according to the SHA-256 algorithm, copy that and later check the same with many independent sites.

Is it a conclusive way to determine that the order of numbers are pre-determined one and irrespective of what we bet upon, it will come in the pre-determined way that we can opt to change as and when we wish? Does it ensure that casino has no say in what kind of favorable or unfavorable outcomes we are going to get? Is it a guarantee of fairness? Shouldn't every casino adhere to same standards?
