The impression I get is you are from another country, rather than the USA. 

Within the USA, there is not a casino or gambling facility that will allow a dealer or a host to play within their facility when off-duty, never mind on duty, that I am aware of. 

As far as a host playing, I have witnessed a few hosts sitting with their players for a short period of time to shoot the breeze, as the saying goes.  Never ever engage in gambling. 

Must be something they do within wherever you reside??

I know many dealers that do play the game, of course they have to play at another casino then where the work and some of them win and some lose.  The ones I do speak of, I also play with them at other casinos.  They are more apt to walk away with small wins.  Many do not as well.  They are trying for larger wins of course. 

There is one lady baccarat dealer where I play on a local level.  She admits to losing her entire 401k savings and her bank balance this past year.  Not pretty at all. 

They are subjected to the same pitfalls and downfalls and fallacies the rest of us are.  They deal the game and they put in more hours than most any gambler does at the table.  They cannot predict the next hand either and they have not found that magic special sauce that will declare them to know the next hand before it comes out.

I have seen dealers playing even with their dress code of casino. It is obvious that they kind of do mock drill of croupiers if they are pretty active and count chips etc correctly and fast enough. Not very usual but I have seen that a few times.
