Seriously friends, one would think that the police has plenty of things to do to fight crime in their rundown city. Arresting a football star standing on the sidewalk maybe having a little fun after the club? Seriously taking him to jail and putting him in jail when they don't have enough room for offenders of felonies that are arrested!

I'll go out on the limb here. Better to put a criminal arrest record on the high school football star and stop his chances of getting into the NFL and sending him out on to the street for a career to steal cars, carjacking and maybe become a drug dealer for the local community.
